As a shaman my first thought was wtf,why wasn't wis added to make this a worthwhile clr, dru, sha item? To the int casters i say grats, nice item. To SOE, i repeat my initial query, WTF?

I totally agree with the WTF. From my browsing of items on an almost daily basis, intelligence seems to be a much easier stat to raise then wisdom. I will look some more, but where is the comparable LDoN item that has +15 wis and a couple other stats. I havent noticed one yet.
hmm it has +mana now what if ypu are already in the 250 limits of wis, no need for wis stats and +50 mana is when you are above 200 wis the same as 8 wis. The AC and SV's can be more required in some situations. Agreed a truecaster profits more from the stats than a priestclass based caster, but if it drops and nobody wants it, i would gladly pick it up, i wouldn't mind to have such in the bank for corpse run purposes. And that it is no drop could also make a difference on PVP servers.

i see a lot of pieces that have only +wis and those pieces are usable by priest and int caster class

This is nice for any int caster that can use. It will be nothing but Adventures for me when my wiz hits 20. same with my chanty. This item resembles a cartographer's ink bottle.

I just got this on Friday, it has a beautiful green particle effect that leaves a sweet comet tail behind you as you move.
I'd like to add that for the points this is probably one of the best items a wizzy can get. 15 int is sweet and it has 2 slots to augment. Of course we all care about looks and let me tell you this is just gorgeous. It takes alot of hard work to save points in ldon and if your going to purchase an item you sure don't want to be letting go of it in the near future when you get something better. Secondary is a real rare drop on raids for us to upgrade so chances are you can equip this and not have to see soemthing better come up for bidding on a raid.
