Every spot I try to place this item I get "not flat enough." The only spot that worked was a table and even then not ON the table but right at the edge hanging off one corner. I think this item is bugged!

No, it's not. Just a cash lewt, promise. Some reason here at Alla they flag every "generic" looking item like this as "for a quest" when they enter it into the database, when it would be more accurate to not tag it such until a quest is actually submitted for said item.
