Why is it flagged as pct/CH excluded if it only works under level 29? no spells as far as I know, under 29, are PCT based heals.. CH is at 39, and druid/shammies get there at 58 I believe
They did that as a blanket restriction on focus effects. If you look around, percent and CH spells are specifically excluded from focus effects that only work on, say, ice nukes. I bet they just took the restriction and applied it to all of the existing focus effects at the time.

Is LOH considered a % heal maybe?
LoH is a mana free c healso i am not sure if i would count on top of that it is an instant so i think effects wont effect it
LoH isn't a spell, either. It's an ability.
On a separate note, let me say that people shouldn't underestimate this item. I've had people say 'Oh wow, 15% off casting time, who cares,' but when you just pulled a tough mob and are feverishly alternating between nuking it and healing your pet, this really pays off. 15% faster spells will let you get an extra nuke or heal in there, which might make all the difference.
