what if i dont have the lucin kit then where do i find it?
If you don't have Luclin, you'll have to have someone who does buy the scroll for you.... However, I don't think you can memorize the spell yourself if you don't have the expansion-- I could be wrong, but it is possible.
You can mem the spell even if you don't have the expansion.

Since not above, here's what I've found:
This spell summons a ring item which reduces the casting time on all spells by 10% when worn.

Its a 15% spell haste that works on spells level 29 and under.

I'm assuming that this doesn't stack with other items that has the same general effect, like a bracelet of woven grass. I just bought this spell and tested out some nukes on a couple fire beetles. There was never even a mention of the ring's focus effect, only the bracelet's.
It does, however, stack with Piety, which is real nice. Lowers a spell's casting time to 3/4ths its original, takes a full SECOND off a 4 second cast time spell.

i got this spell in the frist place after the bank from the nexus on the second floor look for a red robed gnome standing on a table looking over the area you came in from he also has the other three items that are focus items as well. have fun
You forgot to mention which zone you entered into from the Nexus, but I have that covered... the Bazaar.
