Had a few drop off oozes in the sewer of Cazic Thule.

Sorry, I don't remember what creature dropped it, but it did drop in an LDoN group in LFay zones. Levels in group were 59-65
Dropped during a "normal" group adventure in LDoN.

Dropped off a Spellbinder in Veskar tonight
I got one while soloing in ME, dropped of one of the Xi Vius/Xius mobs which i was hunting for my Beastlord epic. Normally i just vendor any runes but i saw someone selling this for a few K on veeshand so i've got it rotting in my bank for a guildy or to sell. which ever comes first
