Giving the "Barbarian Head [Talym's Head]" to the herimit does reward the Cracked Flute.
The flute does drop rarely while he does drop the "Wind of Karana Sheet 1" nearly every time. Not sure if it is by chance but he never dropped the flute until I gave him Talym Shoontars head (Barbarian Head [Talym's Head]) and he only dropped any quest items when I aggroed him by saying "kill you".
