says on the item that the effect only works on spells up to lvl 65. here it says max lvl 67 and lose 10% per lvl over cap.... so it will work on higher lvl spells, im confused, or is it saying it wont work for me on any spells if im over lvl 67?

I think what it means is it will do 15% reduction on spells up to and including 67, and every level above do 10% less, which I read to mean 10% of 15, for a reduction of 13.5% on 68th spells, 12% on 69th, and 10.5% on 70th level spells.
