You need to be 55th level to make these -- you can try to get them as early as 46th level, when you can first go to the Plane of Tranquility, but the quest NPC will tell you to go away if you are lower than 55th (though I think you may be able to do this earlier if you have entered certain planes -- not sure because I have not done so)
It is level 55 or access to BoT via the PoS quest. For a level 46 character to acquire these pieces of armor they would have to have a PoJ trial and have finished the Askr quest in PoS.

Er, those are Askr's Thunderous items you're refering to...these are simple ornate. You don't need to complete any quests, just have the pattern, the Ethereal Metal Rings and 500 plat to get the emblem and furnace.
actually, I think the limitation is to eitehr be lvl 55, or to have proper flags. Requirement before they opened up the planes by lvl were flags, not levels. I'm exactly sure on what flags though (but it's BoT/FoZ I think)

Was wondering whate level was required to make these?
I have money to buy a pattern $$$$$$$$$ finally and was looking to buy these. was wonderin if I was gonna have the bulky plate look? would be uber

The effect is Refreshment (worn) it is not a click effect, simply adds 3hp regen.
