Saw one for the first time in the bazaar today for 80k on Rodcet.

Spell Haste IV
1: Decrease casting time up to 15%
2: Restriction: Spells level 65 and lower
3: Restriction: Exclude spell 'Complete Healing'
4: Restriction: Casting time >= 3.000 seconds
5: Restriction: 'Percent Heal' spells excluded

Got this today off Junk Beast on a lucky kill on Junk Beast. 2 dropped, I got one and another guildmate got the other. Awesome ring, nice stats especially because of AGI for me, lacking in that department very much. A nice upgrade and all I sacrificed was 40hp from previous 6ac 65hp ring but I gained nice boosts on stat board. Focus effect is even more awesome, some spells casting times are now half a second faster to cast=) Good luck with Junk Beast, it was hitting me for 850 and final hit was 957. Tough mob, slowable and alot of HP...casts an AoE blind as well.

Gonna go out on a limb here and guess that spell haste 4 affects spells up to 65 (spell haste 3 stops at 60 or 61 according to lucy) thus making this ring MUCH better than at first-glance. Being that its droppable, I wouldn't expect to see too many of these on the market just yet, since a lot of high-end raider-type guys are gonna want these to keep. Once they do hit the market, expect to pay a pretty platinum for this if you can find one.
