One would think that this being a Velium item, it would proc Velium Shards like most of the other Velium Weapons. just a thought

Not really. None of the other Velium type weapons dropped in Dragon Necro proc velium shards. Nice axe, seen it for sale for 1k on BB and bought it for a friend right away...1k is a steal.
