KIlled quite a few PHs too to get Vizier Albert to pop. I would think nearer 50 than 132 in my case, over several visits.
He only ever popped for me in the room on the left just after entering the Mayor's building through the big front doors.

Saw him four times - one was back to back. On the back to back spawns he dropped the oil both times so either I was lucky or the drop rate is around 50%.
