Vizier also drops Bureaucracy Cleaver, Crypt-Hunters gear (legs/helm/hands so far confirmed) and can drop more than one piece at a time. "a Doubtful Functionary" is the PH and it can be found in the small courtyard behind the mayors house, the most center-northern point of the zone. There are other PH's in the house.
