-270, 2130. Killed countless mystics on east side of river in the main newbie areas with no luck. When higher level, it dropped on first mystic kill at this location. These lizards do aggro together and ur dubious faction will go to kos after probably 1 kill. The first 2 we killed though, both dropped the bag on Fippy Darkpaw (new progression server).
Same here, I was killing the lower ones and leveled from 8 to 9 and then went over to the location that you suggested and got this on the first drop - thanks! So, I can also confirm that this item does drop on the Fippy TLP server. The lizards at this location range from about lvl 8 - 10.

I have killed 127 (that I've counted so far) and still haven't had one drop. Do they no longer drop and if so how do you complete the quest it is required for?

Took 134 kills, but one dropped. Yes, these were across the river, higher level Lizardman kills.

Just wanted to say i had a Ogre shammy once who quested all of his newbie armor and the newbie weapon. Started on the this quest to finish it up, i killed lots and lots of lizardman mystics and never ever saw one of these drop. Whats the deal???

One dropped for my necro on 10/17/04. Killed 40 to 50 mystics - almost stopped hunting them because I started thinking it no longer dropped. Glad I didnt. This was on Vallon.
I'm wondering if these medecine bags do not drop in Feerot anymore. I've killed quite a few Lizardmen and have not seen one yet.

The mystics range from level 4 to 6 in my experience.

And of course we all know that the name, Allize Volew, backwards, spells We Love Zilla. Hehe. No coincidence that it drops off lizard men.

Actually, these are blue to a level 6 warrior.
At level 6 my ogre shaman was able to solo the lizardman mystics who drop this item. I concur that that 10, the currently stated minimum level to obtain this item, is incorrect. My understanding is that lizardman mystics spawn as low as level 3, though I doubt that a level 3 newbie could solo the mystic. A level 3 newbie could obtain the item as a part of a group, though.
So far as I know, the recent changes to the Feerrott did not change the spawn levels of the lower level lizardman mystics who spawn just past the merchant huts near the Ogguk entrance.
