Bards can become non-kos in Velks by using lute of the howler (illusion werewolf) and the faction raising song, i know this is true, i have done it myself to help with CR's in the zone. just watch out fo the dispell traps, if your illusion drops in the middle of some kobolds....you're screwed. I would assume if you killed velketor himself a few times you'd be kos with the illusion and faction song anyway though
