This merchant does not show the kit unless you have all of the components in your inventory. (At least in the Horde does not count.)

I have finished all the Mercenary of Thuliasaur quests. I have all the bones. I was able to buy the bone from the peddler, but he doesn't have the container! What do we have to do to get him to sell us the Ghostly Bonesetter's Taxidermy Kit?

If you completed all the tasks and have all the bones you then need to make all the sub-combines so you're down to the 9 actual items that go in the Ghostly Bonesetter's Taxidermy Kit. Then he will have it available for you to buy.

From GM Dunbar: "The Undead Peddler is not intended to sell bones that players did not select while completing quests throughout the zone. The merchant is intended to sell you the Tiny Parrot's Right Humerus when you have the other bones needed to complete one of the sub-combines and the Ghostly Bonesetter's Taxidermy Kit when you are ready to complete the final combine. Once you have fulfilled this criteria, you should be able to buy the needed items from the Peddler. "
So you will have to do those quests over and make the right selection this time. :)

i have completed all quests in thuliasaur, have the partisan and mercenary achievement, and had accidentally clicked 'gold' for 2 of the quest rewards at some point.
the peddler had nothing on him when i checked him.
so whatever his requirement is to see bones, it's not 'have done all the quests'
