The merchant is intended to sell you the Tiny Parrot's Right Humerus when you have the other bones needed to complete one of the sub-combines and the Ghostly Bonesetter's Taxidermy Kit when you are ready to complete the final combine. Once you have fulfilled this criteria, you should be able to buy the needed items from the Peddler. "
So you will have to do those quests over and make the right selection this time. :)
