This guy is a nuisance because he casts Fear and then runs you upstairs through Karmak's room and on toward outside. None of the mobs, including Karmak will aggro when you go past, but coming back alone is a different story.

Is the DUKE that spawn near Nobles lvl 50 to 53 or Higher lvl since mobs around nobles are like lvl 57 to 63?

A duke is a PH for Lord Sasil ( http://eqbeastiary.allakhazam.com/search.shtml?id=12137 ) he is a SK and harder than the phantom, champ, or the Lord himself IMO. He drops:
