I've seen it spawn in two different locations though they were right beside of each other.
PHs seem to be 'a shipyard architect' located at +650, -1050 (Near Windscorn boat dock)
Dropped the girdle listed above both times.

A loc on the mob would be much help than what he drops
Anyone know where this guys spawns at in Dulak?
