I am assuming that if you're a new character then you will just have to go to CR and talk to Vladnelg Galvern. He's on the second level next to Artisian Irisi.

Do a /char and make sure Shar Vahl is your is your home city
When I hail her with my Vah Shir Berserker, she sais she can't help me and to try someone closer to my home? WTF! Did a /bug, my system crashed, did a /petition and my system crashed. Erased all files on my comp for my VHS BER before I could log back on to him.
