Vedico Windwisper says, 'I was sailing from Freeport on one of the boats when a giant cyclops attacked the boat! No one lifted a finger as he stole the horn I was playing and ran off. Someone here has to answer for the loss of my horn.'
She plays a small role in the Bard Epic: Singing Short Sword quest where she wants her Alluring Horn back.

You can find this lady at the port authority hut, at the dock of BB zone.

Maybe she was 35 at one time but she must have done some leveling since then. :) She is dark blue to lvl 57, and does indeed have a LOT of hps. From my experience her hp regen is actually sorta slow.
And I hope the bards don't hate me for this, but I have found that Vedico makes a really REALLY nice charmed pet. Doesn't seem to resist anything, and with a good haste and a dwarven axe in each hand she can kill the dock guards easily.
She can kill Walnan too....

I tried her today, just to see while waiting for the boat. 54 necro, good buffed pet, should be able to handle a 30ish mob in about 45 seconds. Darkness, Fear, and EB all hit with no problem... she doubles for 120ish... Fear paths her right into the guards... so far, it was an acceptable fight...
But alas, after about 45 seconds and breaking Fear and Dooming Darkness once... my best quad-for-57HP pet (hitting her for 20-30 avg) and 2K of DoTs only got her down to about 95% health.
Ended up FD and /quit. I may try a Disease next time to see if it's a regen component, or maybe she just has too many hitpoints for my taste. Anyway, the shuttles here pulling out when I logged back in, so I didn't try again :-)
