Looted the horn while camping the Tainted Cyclops for druid epic. The Horn is no trade, but the letter you get for turning it in to Vedico was tradeable on Mischief (free trade/random loot server).
If the horn you loot from Quag Maelstrom has a charge on it you will have to use that charge before you turn it in to Forpar or he won't take it. Had the backbone in my inventory for 3 weeks before I figured this out.

Loc is approx 1620 -2675 on beach. Tainted and Corrupted spawn here as well.
He spawned near 1580, -2480 for me, on the shore west of the druid ring, after killing all the seafury cyclops on the beach west of the druid ring and in the valley to the north of the druid ring for about an hour.

1650 -3300 give or take 100.. near what appears to be druid rings.

If you have any casters in your party when you go after him have them stand back cuz he will suck your mana dry in a matter of seconds it seems like. If they stay out of melee range he doesn't seem to do it nearly as bad.

Well, I was in OoT last night and seen this named cyclops and thought "hmmmm...why not." I didnt expect to loose all my mana but I was able to take him out using my "Drone arms."
Anyway to get to the point.....I looted this horn and mine says All/All and secondary for slot. Now I was not able to equip it, however I am a 53Druid and would have no need for it. But does anyone know if I would be able to turn it in to the BB prt authority for exp or a different item?

A bard in the port Authority in BB is asking about this horn. Try giving it to her.
Yes, it does indeed go to her. Her boat was picked up by Quag, & he took her horn, saying he would play pretty music w/ it. All part of the bard epic quest for the Singing Short Sword.
does this horn actualy add a negative % to brass songs?
Yes and no. The percentages that people give for instruments are usually using storebaught instruments as the base (so an unfinished brass trumpet from a merchant would be 0%). This doesn't mean that instruments from merchants don't effect songs, nor does it mean that this instrument makes songs less effective. It simply means that this instrument effects songs 0.99% less than a brass instrument from a merchant. It makes songs better... just not much better. I definitely prefer my new Conch Shell Horn. =)

The one I looted yesterday was given as All/All. Didn't try to use it though.
