Selbat/Larrin spawn/despawn in the building in front West Cabilis zone. For me, Larrin despawned at 7 AM and respawned again at 8 AM to despawn again but at 7 PM and this time respawned Selbat at 8 PM.

Trooper Selbat must hide. I couldn't find him even on track with my druid risking his life wandering in the buildings. I conned Trooper Larrin and he poofed away a few minutes later after my druid's inviz failed and he succored away Trooper Selbet popped up on track in the same place Trooper Larrin had been. Camped the druid and brought my iskar SK back and did the Restraining Order signing. Woot!
