I am the Master of Earth, you know. Though I'm usually too humble to say this, that makes me the most powerful mortal in Norrath, as everyone knows that Earth is the only REAL Element, all else must give way before its power. Water is absorbed by it, Air is ignored by it, and Fire is contained in it. But you know all these things, I am sure. Are you interested in obtaining the Element of Earth? I know Magi'kot was, but we know what happened to him, don't we?'
He plays a part in Magician Epic: Orb of Mastery. He roams the south part of the zone.

Both times I had to get to this dude he was at -1841, -726, +38. brown robe... blah blah blah.

Just wanted to say that Tiblner Milnik roams the path near the succor point just over the hill from teh bridge. if your on bridge turn back towards land like your leaving city turn 45 degree angle to the right and follow that path should lead you towards succor point and viola there he be..was dubious to me DE mage.. pilgrams and the drakes butterflies will attack you so have a pet up so they can take em while you do turn in. and
P.S. make sure you give items to correct NPC and not your pet..

I did my turnin today and this was the best advice i was given!!
My mage was KOS major to FV good guys residing in the giant fort... and all of the pilgirms and drakes made a B line for me ... but to my pleasure and relief... i was indifferent to this guy... woot.
did my turn ins (lucky me a ranger had the Earth wand in bank for near a year and happily let me use it... AND tracked this guy to boot... woot)

This may seem like a silly question. Since they had the DE take over FV on Tarew Marr, is this guy still there? The last thing i wanna do is spend hours attempting to build DE faction.

The reason he keeps killing you all is because the Staff of Elemental Mastery: Earth, which is for the turn-in is so rare that he hardly ever gets visits by mages, and so he has become bitter and very pissed off. Much like the PC mages themselves. I'm going to see him right now to give him the staff I got last night! That should satisfy him until next year when the staff drops again. ;) No, but seriously, they upped the drops on the staff now, so he should start to get over his PMS (Pissy Magician Syndrome) real soon!

Make life easy on yourself. If you're not a tracker, and can't get a tracker-do this. Sense summoned will not work because he does not walk around with a pet any more [he didn't when I finally found him]. I had rangers and bards track the entire zone for him, and he never showed up.
Head to the bridge that enters the town. If you're standing at the guards, turn around and face out towards the land instead of the city. Make a 45 degree angle to your right, and walk that path. As you can see, he's a high elf in a brown robe. If you can't find him wandering, WAIT at the bridge, you will see him. he gets within I'd say 10 yards game time of the bamboo structure entering the city.

I would like to know what faction this fellow is as well. A fellow guild mate and I were in a group near the giants. While we were waiting for next spawn, we thought we would duel each other. Along comes this NPC, that we had never seen before and both of assume at first he is a PC, until the next thing I see is the bright yellow text across the screen telling me I have won due to the fact my challanger was dead. Tiblner Milnik killed my lvl 49 warrior, but left me unharmed, when I backed off I conned him, Aimably but red to me, a lvl 42 druid. Please more info on this guy would be great, Thanks.

This guy is part of the magician epic quest. He gives you one of the Element of earth. There are 3 others that give out the other 3 elements. Then give those to someone to continue the quest.

The necro is Vekis, and is one mean bastage. People are forever training him to the bridge in FV. Tiblnet I would assume he is a magician from the quest listed above, although he had no pet when he tried to kill me. Anyone know what faction Tiblnet is on? I'd like to raise it so the next time I run into him he won't lacarate me with steel...heh.
I was traveling the area near the water just over the hills after the ruined building, on my way to LOIO and got whacked by some Necro guy with a pet. He had to be at least lvl 45 prolly more. He casted on my some DOT that said my Skin burned as poison entered my blood, or something similar to that. It was nasty. If I wasn't FOM I would have been dead. I'm a lvl 27 Druid with about 550 hp's (I think) and I couldn't cast the highest heal spell I had fast enough to heal myself. I can't be 100% sure, but I would approximate he hit me for like 1000 points easy. I started healing at 2 bubs left and by the time I was OOM and the spell wore off I was down to 1 Bubble...eek :)

Killed me by the giants, and i did nothing. was just sitting there healing my group (i'm a bard). Anyone know why he would agro on me? He conned indifferent to both my druid woodelf friend and the warrior barbarian guy that I was with. Whats up with that? i'm really mad bout it ;)
