Fabled Slime Crystal Staff
A lot of the fabled mobs had really good gear while some of it was pretty average. The big thing about this is it procs at level 1. Having a nasty DOT like that at level 1 is pretty good for casters. Don't knock an item until you try it.

+12 int from a level 35 creature? i dont care if he IS an undercon... Most of the fabled items were made powerful because jokes, such as drelzna... were made very very tough, how often do you see a level 60+ die in najena? or a level 70 die in lower guk? fabled dark reaver and fabled flowing black robe aside, items in those zones were made good because they require you to be high level to kill.
