His location is near the ruins. You will see a triangular piece of rubble and then a "cove" to the right of the rubble. He spawns in that cove. Has regular reavers and revenants as PH's.

I have hunted this zone on and off for a long time. I have killed this mob at least 10 times if not more, and have never seen the medal drop. bummer

My 51 Shaman and 57 Mage friends and I were hunting at the plateau and the Rev's were wearing face masks did this funky jib and squealed "Shamon" when I feared them. Just before they took a dirtnap they would turn, moonwalk, and shout " You ain't bad! , You ain't nuthin'!". The Chancellor dropped a Grail and an "Elephant Man Parts"

He is very VERY easy. Killed him as a 51 druid, put up literally no fight. He is a warrior, he cast no spells, and did not attempt to heal (I was told he would.) I did run OOM because I engaged with maybe 40m. He was fairly MR, it took maybe 4-5 tries to get snare to stick. I ended up using Vammie dot to do most of the damage, and medded for an Ice when I could. He dropped a grail of justice, 5 ac 3 str 4 svm 15 hp 0.5 wt range slot all melees.
Don't mean to flame you too bad, but that's a classic druid move....pulling a creature you have no idea about with 40 m....that's why some, not all, druids are so great at training other classes. BAH!

Bah. your just jelous because you cant pull a mob at 40m.
as a 55 bard he was cake. tried fear kiting but got an add one he got to the 'plateau'. mezzed the add andlet the two of them fight...chancellor raped my mezzed mob..so i dragged him back out and continued the fear kite method..easy...he dropped the grail mostly. got the medal on third kill.
killed this thing twice today. 55 druid and 54 sk. resisted snare and fear more than most blue cons i've dealt with. the fear pathing near the building on the plateau tends to attract adds, so i wouldnt recommend fear kiting. grail of justice dropped twice (might make it common drop).
oh, and he spawned both inside and outside the building, so it seems to be random. just keep killing revenants and he'll show up eventually.
