This NPC apparently does not spawn until Omens of War, at least on TLPs. I checked for him in the PoP, LDoN, and GoD eras, and he wasn't there. This page lists it as a Ykesha era NPC, but that does not seem accurate, even though this is a Ykesha zone.

then i gave him the 3 blue diamonds he didnt give me any item back what im i doing wrong i am only indiff to him is there a way to rase my faction with him ?
Make sure you go to Shar Vahl and talk to Elder Animist Muada and go through the dialogue before you hand this guy 3 blue diamonds. Hand the blue diamonds in unstacked and make sure you are not invised and no sneaking.
