I looked today for this mob and he wasn't there. Did he get removed?

Confirmed on Agnarr (currently in Luclin) and Bertoxx (currently on Live) that this NPC is still around and in his normal spot. Down 3 ladders in the eastern guard tower inside of the SK guild. He IS attackable so it is possible someone on your server had recently killed him.

Update. I brought a tracker (very scary place for a wood elf ranger!) and was able to find him. He was in an underwater tunnel east of the main pool of water in E. Cablis. His location was +542, -520, -23 this was on server "The Rathe - Prexus".
