Several things. Frenzied rats always agro and are an annoying distraction as they run. There can be two frenzied rats at the same time from time to time. I never bothered to kill the ordinary rats as their are far to many and they are about as green as rats get. I was doing the jailer free the prisoners routine from lvl 15 to 20 and considered the packmaster bonus xp when he showed up. He's no harder than the jailer and the jailer is easy as long as you clear out his area when your lower lvls and kill shamen on sight. I got the boots and am wearing them. I never bothered to get the lash since it's a whip and monks can't use whip and the whole weight thing. In any case he's not that hard to kill for a monk and the boots are nice.
Packmaster Dledsh's spaceholder is the frenzied rat in the "rat room" by the prisons. My girlfriend and I were running the Jailor/Trainer circuit and had him pop after killing the rat about 6-10 times. I play a Halfling Ranger currently lvl 19, and he just showed up on track. We hunted him down, found him where the frenzied rat pops (which suprised me). We killed him and he didn't drop anything. Oh well.
Had just killed the jailer and was walking back to the cells to use the keys when this guy attacked me. I was low on health (about 1 buble left on my 17 ranger and no mana) and he killed me. I was annoyed so I ran back in and killed him, he dropped the boots, not bad for my first time ever heading to the continent.
So I was going hunting the Jailer/Foodmaster/Smithy, and Pits his weekend, and a guy spent the entire weekend camping the Packmaster for these boots. I come on tonight and kill, and Presto, new boots. He logged on about an hour later and went straight to Packmaster. I made it up to him, and let him have the Ye Auld Ball peen Hammer when I got one. (I already have one). But got to know him well from passing him so many times and checking the status in the Packmaster this weekend.

anyway congrats on getting the FCB, i got mine yesterday. they absolutely rock! (then again i was using ringmail boots so what do i know?)
the trick is to break the pit fighter spawn, then go after packmaster/rat, then jailer, then trainer (i cant do since the two trainer Kobolds will agro me) then rinse and repeat. nowadays its realy hard to do (ahem!) since there is ppl running all over the place. but if you want to get the boots, will make the wait barable.

hehe, i was campin this guy for a while and over 2 hours he didnt spawn. so i got sick of it. i left and 2 secs later i hear "packmaster dledsh was hit non melee for 30 points of damage. im like crap lol. when the guy killed it i saw him change boots :( I asked if he wanted to sell, he goes 500pp. im like holy crap lol. so, i was 10 seconds away, but no luck :(
The frienzied rats are his PH. I hunted in the warrens from 4 to 34 with my ERU SK. After killing the frienzied rat, there is about a 5 min wait, and 1 in 5 will pop this dude.
Over the course of two long weekend days and two weeknights, I camped the packmaster looking fo rhte boots. Out of 66 spawns, 9 were packmaster, he dropped nothign 4 times, dropped the lash 4 times, and the last time finally dropped the boots and a piece of soft wicker (wristbands). I would definately say that the lash is common and the boots are rare... He doesn't have very many hit points but the first tiem I fought him with the lash, it proccedf on me three times and I died. After that I started rooting him and nuking with burst of fire (15points) while plinging him with my trueshot (21points, 44 for a crit). If I could keep him rooted it was easy.
He spawns on a small raised stone platform in the corner of the "rat room". This is down in the passage that leads from the jail cells to the area where Jailer Mkrarrg spawns. You will know the "rat room" as soon as you see it. In it you will see at least a dozen or so rats walking back and forth along the length of the pit area.
Any decent map of the zone should have the jail area marked. On this map it is the area marked with the number 9.

G'day all, I camped this guy 2 nights running for about 6 hrs each night on Veeshan. The spawn rate is 16 mins. The frequency of Frenzied Rat to PM seems to be random - overall i had 31 spawns being 26 Rats & 5 PMs. Also there appears to be two different Packmasters of the same name - one is as a standard kobold as pictured - the other is a kobold with a bat's head! The latter dropped the whip while the kobold- looking PM dropped the boots.
There are not two different Packmasters - the one you saw with a bat's head was wearing a soft wicker helmet. I have run across the Foodmaster and the Jailer when they seemed to have a bat's head, and both times they dropped a soft wicker helmet.
The secret to making him spawn faster is to kill the large rats. Looks like a spawn sequence at the little ledge incluse: one frenzied rat, then two frenzied rats, then packmaster alone, then packmaster with two frenzied rats and he drops the lash. These sycle through twice then you get two spawns of packmaster with one frenzied rat and he drops the boots then. Not 100% sure of this except looks like two spawns in a row of the type i listed. I have gotten about 10 packmaster lashes before i finally got the Boots, and i have spent 15 levels with 3 different chars in the warrens...
Forgive me for being skeptical, but that particular theory seems much too complex and elaborate to take seriously. It is true that the frenzied rat is his place holder, but this sequence you've concocted is not simply replicated in my own experience. For one thing I have never seen the packmaster at the same time as a single frenzied rat, much less two of them.
So far as I can tell the spawn point seems to alternate between spawning the Packmaster and the frenzied rat in a more or less random fashion, which is, of course, the normal way such things work. The Packmaster's loot is also random, with the most common thing being the lash, and the boots being uncommon or even rare.
You will know when he is going to drop the lash if it procs the choke spell on you during the battle.
You will know that he is NOT going to drop the lash when his attack messages indicate that he is trying to "hit" you rather than "slash" you.
If he is trying to slash you but nothing procs in the battle it may mean that he is going to drop another weapon other than the lash, or it may mean you got lucky and the lash just never proc'ed.
I killed packmaster Dledsh tonight (on Vazaekke server), and I got EXP from him. It was almost negligible, but I'm a level 24 wizard. Would he have to be level 20 or so for me to still get EXP?
PS - Oh yeah, cool story. I kill this lesser shaman. Dledsh comes up and bops me on the head! I root him and then nuke until he is at about 5% health. I'm out of mana, so I melee him to death. Since I had already killed a lesser shaman, i have to believe at full mana dledsh would have been easy. But I got exp(!), and yes, got boots too! Never even hard of him or boots ever before! Quite lucky, wouldn't you say? almost like special delivery! LOL
THESE ARE VERY NICE. YOU HAVE TO KILL THE RAT FOR THE PACKMASTER TO SPAWN, WHICH IS NOT A PROBLEM BECAUSE THE RAT AGGROS ALOT. THE BOOTS HAVE GREAT STATS EXCEPT THE CHARISMA HIT. WELL WORTH THE TIME.
The frenzied rat is the placeholder. Packmaster drops the Packmaster's Lash, a whip with a DD proc I believe. There is a small shelf in the rat room where he spawns. Unfortunately he spawns rather rarely. :)
