I managed to get a Helm of Latent Ether off of this mob tonight. :)
Cloud of Death every 15 seconds.
AE nuke + self fade + chance of shutting you down for a tick or 5
Monarch's Retribution every 30 seconds.
self DS; can be blocked by putting a Mark debuff spell on the Monarch.

seems like every 30 secs or so she goes inactive for a few secs and when she come back all aggro is wiped, easy to lose DPS that way. So have to keep alert.

Spawned at top of the waterfall for us tonight.
Not too hard, has an AE. Tended to jump around a bit.
