Two known spawn locations (both PHs "a chetari defender"):

120, -420, -85 (indicated in screenshot)
"in the southeast room" (not indicated)

Casts "Loyal Subject" every 30 seconds (random target, but not most hated) and "Vile Plague" every 25 seconds (random target).

Thats what I'm worried about. In 20 clears of both rooms I have yet to see him. A dude who offers rare audiences to us commoners, as befits royalty!
