I got a Tome of Elemental Contemplation from him quite a few times (Common drop?) It has no stats so I guess it is part of a quest, but which?

In all the fights I have been involved in dropping Jaelk, he has cast LoH. Which makes him a Paladin class.
You're confusing Jaelk with Lararith, this dude is straight up melee.
