Just killed him last night, the ph was one of the roamer, got he spawn after like 4 cycles of clearance of all farmers in the valley.
lol.. He spawns from one of the 3 roaming farmers in the valley that connects to the tree area, the first one on the right as you zone in from the waterfall.
He is a pretty easy mob for people new to the zone, and drops something good every time, including one of the expansion's T1 1hb weapons.

this is the easiest mob for this tier armor i have seen a real push over but a ton of HP like the rest just have a good amount of mana for heals.

ShoeyFoey's info is correct as far as spawn location.
For me he definently was the roamer mob as PH.
I just pulled him uphill to the empty plateau nearby out of the valley because there are 2 roamers in the valley.
Also dropped Rustic leg armor item.

PH is "a tired farmer" or "a farmer" (possibly a roamer). Location in the valley NE part of zone. 4020.68, -1628.79, 78.05
