Think you need level 66 for this.
Was me, 65 Wizard, with a 67 Ranger and 66 Cleric. Both of them got the message
Guard Fayfear says 'Salutations <name>, nice to meet you. We have been getting reports of activity in Crushbone lately. The reports have indicated that an orc messenger was seen speaking to a being of some sort. . .some say it was a vampire. Maybe you should investigate.'
But me, 65 wiz was told
Guard Fayfear says, "You have not the required experience. Advance some, and then, maybe, you shall be able to deal with such matters."

Confirmed. Once I hit level 66 Fayfear gave me the message about Crushbone etc.

There is an Orc Messenger in the throne room of Crushbone. He's lvl 65 and hits for 930.
Guard Highmoon of Felwithe also talks about Vampires in Lesser Faydark.

Levels are just a bit off, i watched my friend kill him 3 or 4 times. he did it once a 45 and Fayfear coned blue, twice at 47 one time he was green other time he was blue, and once again at lv48 and he conned green, so im guessing min is about 42 max 46. I have died many times while leveling chars because this jerk didnt kill my trains untill after i died, he will pay, oh yes! he will pay!
