If you do a "find" for innkeep Nasumi - he is just east on the outside of the larger wall. Might be easier then /loc for some. He does show up on the map if you zoom in far enough.
if you know where the bard guild is, he's just outside the entrance to that.
if not, then when you zone in from west freeport, make as if you're going to the Docks. just before you enter the last high wall before the docks, turn to your right and go down the alley and you'll see Ennarn and Palunrion.

The above poster meant that Ennarn Shotius is NEAR Inkeeper Nasumi which is correct. I found him easily following the directions.

He is still MIA on the Sleeper today.

Location is in SE quadrant of East Freeport, loc -940.64, -402.52, 2.74

As of today he is niether east or west freeport, checked with track and the locations given. This is on the combine server.
