If you do a find for Engys (General Supplies) and from him head north up the steps. Brevik is right there

Quest: Key of Txevu
Turn in Sliver of the High Temple, Splinter of the High Temple, and Fragment of the High Temple in exchange for the key to the zone Txevu. The pieces are the flag drops from Ikkinz 4, Uqua, and Inktu'ta. They are not returned.

This NPC is not exactly 'non-quest'. He's the one who completes the Txevu key.
