I cleared the entire mine a couple times and he didn't spawn. Anyone know how to get him to spawn?

This NPC is part of the quest "The Mucktail Mines" from Scout Zerak. After finishing "The Mucktail Quarry", you can request this from the scout.

He caught friendly fire from an AE song and I didn't zone in time to save his life from my merc. On the plus side, I can report that this does not cause a faction hit. Additionally, he drops Drakkin Parts.
