I parked an alt @ P 167, 919, 175, and just killed any dryads that got close. Eventually, she popped right on top of me.

The PH roams within the dryad area of the windwillow mesa, from east side, down to south and over to west side, and back again.

What I did to get Florenta to spawn:
Bring a tracker, it will save you a lot of time…
I had the zone all to myself, which made it a lot easier.
I killed all the dryads minus the named/quest npc’s, made a note of the time, and waited 15 minutes for all of them to respawn, then killed off “Devan” and “Costica”, respawn is only a few minutes, to have a point of reference on my track.
Now you must wait until 60 minutes have passed since you cleared out all the dryads, keep an eye on track, and notice a single dryad will spawn, this is the place holder for Florenta. Now you just have to kill of that single dryad and wait another 60 minutes for respawn.

a dryad maiden
a dryad windweaver
a dryad protector
For me, the PH was roaming around from east side, down to south and over to west side, and back again.

Tagging on what Windcaller wrote, I just did this with my bard. Wanted to add a few more facts, clarify a bit.
There are 19 "a dryad tender/protector/maiden/windweaver" spawns on a 15 minute spawn timer.
Florenta and her PHs are on a 60 minute spawn timer, and the spawn point is somewhere near Ramona, at -545, 50.
If you don't have a tracker, kill all the non-named dryads on 25 minute spawn cycles. Basically, kill all the "a dryad X" mobs, then wait 25 minutes to kill them again. Do that twice, and then the only mob that will spawn at time 60-61 will be Florenta or a PH. Then you'll know the spawn point and have the timer.
If you have track, kill all the "a dryad X" mobs and mark the time, then when respawn happens at time 15, just count up the "a dryad X" mobs, there should be 19. Now, let them all just stay there. Go do other stuff, whatever. Make sure you know exactly how many of each specific type of "a dryad" you have. Today, I had 5 maidens, 9 protectors, and 5 tenders. When you get near time 60, start staring at that section of the track list and go stand somewhere near Ramona. Either "a dryad ... " PH will spawn as the 20th mob in the "a dryad" stack, or Florenta will. If it is a PH, once again, you now have the spawn point and the timer. When I did it, it was a windweaver as PH every single time, but that could be total coincidence.
I did it today and it took 9 PH kills to get her to spawn. Just remember, 19 normal dryads on a 15 minute spawn timer, 1 PH/Florenta on a 60 minute.
