This guys sits in the main grimling (south)camp at the tent in the far back. He has 2 body guards and a couple healers that are within casting range. He is stuck in place( in other words he does not move even when attacked). He casts but is not to hard to kill.

You are thinking of the Grimling Chieften, which spawns in the back tent, The Grimling Tribal Chieften Spawns in the Caves on the East wall inside to the right behind some boulders. He is also the PH for Grurn No Eyes, who drops nice earing and drums.
Earing is ac 3 Wis 5 Int 5 and has resists.

nope, you are think of grimling tribal leader, ph for grurn no eyes, grimling chieftain is in tent and drops staff of living sands and ceremonial smudging stick... never seen "a grimling tribal chieftain" but I suspect he is ph in owlbear caves or something...

"A Grimling Chieftain" is the one that spawns in the tent and drops the Ceremonial Smudging Stick, Staff of Living Sand, and a few other items, not this guy.
Oil Soaked Rags are used in the Shar Vahl quests leading up to the Bane Weapons. Sorry I forgot to get the link for the quest it is used in.
