This recipe is for a part of the Taruun Recruit Quest, the newbie quest for rogue vah shir.
4 boiled rockhopper eggs must be give to Sergent Tylah, a guard in the vah shir camp of Hollowshade Moor.
Maybe it's an independent quest... I don't know.

I tried making this before and it didn't work...does it mean that it has to be lvl 45 in baking?

If the receipe was correct when you tried and it said you failed, then you failed your attempt to bake. You can have a baking skill of 200 and fail to make this. If you tried a few attempts and got the "you dont have suffiecent skill" message, just keep trying. If your doing the receipe correctly and are not getting any message then you should put in a bug or feedback report in the game detailing what u are attempting.
