and I went back and spoke to Mystria... still they wont talk to me and YES Im a Drakkin (red) and YES I've spoken to the Red Dragon as well as Keikolin and he tells me "You do not seek knowledge in a way that interests me."
Ok... for anyone else doing these quests.... you MUST do the quest associated with the drakkin council member. For example I am a red Drakkin which means my dragon is Atathus. I had to complete ithakis challenge and he grants me enough faction to speak with Atathus (red dragon)

Keikolin the Enlighted may be found at -413, -561. This task unlocks after completing the previous task in the series and gaining level 5.
All dragons give the same quests. Every five levels you may obtain the task to receive the next level of innate breath, up to level 75. You say, 'Hail, Keikolin the Enlightened' Keikolin the Enlightened says 'Vasha, my child of enlightenment. You are born into The Chalice -- the name given all creatures of the golden dragon who are compelled to seek the knowledge of the ages. Not only must you seek to educate yourself, but also use your reason to apply your knowledge. As your mother, I can help to open your mind so it becomes an open vessel into which we may pour knowledge. Is it your wish to [fulfill] your calling as one of The Chalice?' You say, 'I wish to fulfill my calling.' Keikolin the Enlightened says 'Your eagerness pleases me, ______. Your first lesson is simply learning to hunt and kill. While this may seem the basest of tasks, let me assure you that the process, from beginning to end, is quite involved. In your life, you will need to ensure you marry your senses and wits. If you do not, you will be caught quite off guard and come to harm. Go to the Hollow of Crescent Reach and seek The Hollows Widow. All the comments about where he is, and that he gives the quest, and no one can give a /LOC ?!?!?

Why is that? Bugged? Broken?
edit: nevermind, im retarded. I could have sworn i picked the gold dragon when i made this toon, but i guess i picked the white one, which is pretty useless since most stuff resists cold.... sigh...

What is the Loc on the Hollows Widow?
You need to run through all of the quests from Council Aide Mystrana first.

Followed by Councilmember Myjinn (specifically for Gold Drakkin)
During third quest, see if you can take out Charbones for his head for the 2nd breath quest. Other skellies did not social aggro for me.
After doing her 3 quests, Mystrana told me to talk to the Council of Six, after doing 3 quests (newbie, non combat quests, though I was 26 at the time).
In the same room are the council members.
Go talk to Councilmember Myjinn.
Say 'Intellect
Say 'Wisdom
Say 'do
You receive quest 'Myjinn's Enlightenment'

Faction increase for Circle of the Crystalwing.
And now you can go talk to Keikolin.
