I just completed this quest and want to make things a little easier for anyone coming back who has never been to this zone.
To get to the "Recycle Area", go up all the elevators then to the left. Follow that around till you run into another set of elevators. Take those down. You are now in the Recycle Area. To your left you will see the platform with a ladder. Go up the ladder. Kill the 3 Skitters, then 3 Reavers, then the WMD. Task will update on WMD's death.
Hope this helps. I spent 30min trying to find the correct location not thinking that you had to go back down some lifts.

This task begins with Gurtrude the Spymaster who can be found at the Ak'Anon Strike Force camp near the zone-in of Fortress Mechanotus.
You say, 'Hail, Gurtrude the Spymaster' Gurtrude the Spymaster says 'Shhh. . . A good spy knows to keep her voice low and quiet. Now, have you come here to assist me with my [work], or to [try to join] my gaggle of spies?' You say, 'Work?' Gurtrude the Spymaster says 'Well, it is my task to lead a fine group of spies. I can't tell you anything about them, but it is our duty to infiltrate the enemy's structures, disrupt their war effort and steal what secrets we can. Now, I readily admit that none of us on this detail were much for spying before the crash, but when it became obvious that we would not win this battle by strength of arms, I convinced many of the crew to work together as spies. They are even now infiltrating Meldrath's infrastructure. Though, we are spread a bit thin, and there is no support from the ground for our efforts. Perhaps you might be willing to do a few simple [tasks] for me?' You say, 'I'm willing to do some tasks' Gurtrude the Spymaster says 'Good! Obviously I'm risking the lives of my people by trusting you, but I have no choice. I won't be sending you to speak with our most important spies, however, since I really don't know you very well. Will you be handling this [alone] or with trusted [friends]?' You say, 'Alone' Gurtrude the Spymaster says 'Well, even these tasks are dangerous so be very careful, for our sake as well as yours.' You have been assigned the task 'Disable the Recycler'. Gurtrude has asked you to take Meldrath's recycling device out of commission. She figures that if they have less metals to work with there will be fewer enemies constructed every day. She told you that the device is located to the north of the mansion. Search for a way to destroy Meldrath's recyler 0/1 (Fortress Mechanotus) Go to the northwest part of Fortress Mechanotus (the recycling area). In the west part of the area, there is a ladder that leads up to a platform with a large crane on it. Go up the ladder and to the center of the platform. Three mobs called "a steamwork skitter" spawn (stunnable, mezzable, hit for a max ~1,450). a steamwork skitterer says 'Alert! Alert! Foreign creature. Alert!' a steamwork skitterer has been slain by _____! a steamwork skitterer's corpse says 'Boiizzziiittt blart!' After you kill the last of the three, 3x "a steamwork shockreaver" spawn (stunnable, mezzable, hit for a max ~1,550). a steamwork shock reaver swivels towards you and prepares to attack. a steamwork shock reaver has been slain by _____! a steamwork shock reaver's corpse grinds to a stop. After you kill the last of those three, the Waste Management Director spawns (immune to stun, immune to mez, hits for a max ~2,400). Kill him to get the task update. Waste Management Director says 'Alert! Alert! Foreign creature. Alert!' Waste Management Director has been slain by _____! Waste Management Director's corpse says 'Boiizzziiittt blart!' Speak with Gertrude the Spymaster 0/1 (Fortress Mechanotus) Task Window Says: Well, you tried to find a way to destroy the recycler and all you've found is enemies to fight. You may as well go tell Gurtrude that what she has asked you to do isn't possible. You say, 'Hail, Gurtrude the Spymaster' Well, you tried, and Gurtrude appreciates the effort. I just tried to do it and nothing spawned when I went up the ladder and waited...can someone give insight. I am trying to complete my Hero's Journey.
This is one of quite a few related tasks that ultimately allow you to attain the Model XLII Spatial Temporal Oculus.

I got "Hunt a Spy" and This task together. Neither initially offered a reward. After i finished "Hunt a Spy" a reward was added to my "Disable the Recycler" task and it was called "Azia clockwise capping rotator". I confirmed that one is not a flag for the other exacly since getting the tasks again revealed that again neither had a reward.
I guess i will get them both again and see if i can get the reward on the other one by doing them in reverse order? who knows.

Tried this with a group short after another group was here. It seems this task has a lockout > 40 minutes.
Any confirmation or exact lockout timer?

I did the "Hunt a Spy" quest which was supposed to give this piece but all I got was faction. I went flipping through my quests, and this quest has the Azia clockwise capping rotator as the reward.
