This designer of this quest must hate EQ players. It is mind numbing.
The Sea Snake Venom Sacs drop off of 'a ringed sea snake' which spawn in the bay on the SW side of Jardel Hook island.
They share a spawn with sea turtles so you need to keep clearing the sea turtles to get the snakes to spawn. The drop rate from the snakes is about 1 in 3 so you are going to have to kill a lot of turtles to get the quest drop from snakes. All of this while swimming underwater. The turtles might be green if you are low enough level and they do not drop any significant loot.
For those of you who cannot track look for the named turtle "Tetraton" off the east side of the northernmost of the two small islands on the west side of the bay. The turtles (and snakes) spawn and path between Tetraton and the north end of the bay. Be careful if you kill turtles around Tetraton, he will assist if you are too close to him. But his agro range is really small so you literally need to be right on top of him before he will aggro.

This solo task begins with Sid Hacke, a vendor found on the island of Jardel's Hook at the outpost near -1640, 3300.
You say, 'Hail, Sid Hacke' Sid Hacke says 'Ahoy landlubber! Me current wares be feeble, but ye look hale and hearty. Ye will [help] me!' You say, 'I will help' Sid Hacke says 'Aye. I be needing some [supplies] that can only be found on [deadbone reef]. The reef ain't safe for man nor landlubber like you, but I'm willin' ta gamble with yer life, if ye be. Har!' You say, 'Tell me about deadbone reef' Sid Hacke says 'The reef it be a frightful place. The least of the threats be the cannibals on the land, and the sharks in the water. The dead that be drowned there be cursed to stay in the water. Their unrest causes them to do they best ta sink any that come by, and they have added many ta they numbers. Ye watch yeself when ye there.' You say, 'What supplies do you need?' Sid Hacke says 'I be needin' all sort of stuff from that cursed place. Meat from the creepy crawlies that roam the beach, fins from the mighty sharks that roam the reef, and the little heads the cannibals be fond of. There even be some ships that sunk on the reef, and though their dead be restless, ye might find some worthy booty from them. And then there be the dead themselves, they be a menace. Perhaps ye can return some to their watery grave while yer gatherin' me supplies. Be thee [willing]?' You say, 'I am willing' Sid Hacke says 'Arrr! Ye be as brave as me thought ye were. Choose ye task!' You are offered six tasks, one of which is 'Snake Milk'. You have been assigned the task 'Snake Milk'. Note: This task can be done at level 65 although you will be told.. Sid Hacke says 'Har! You young blowfish, thinkin' ya can do anything! Go away. Come back when ya have some water in yer wake.' So jump to "I am willing" and you can still get the task. Sid Hacke has informed you he pays good money for Sea Snake Venom sacs. Loot 5 Sea Snake Venom Sac (The Buried Sea) Sea snakes spawn all throughout the inlet of Jardel's Hook (the water south of the island's coast line). They share a spawn with sea turtles so you need to keep clearing the sea turtles to get the snakes to spawn. The drop rate from the snakes is about 1 in 3. Deliver 5 Sea Snake Venom Sac to Sid Hacke (The Buried Sea) You have your reward, Sid has his venom. Your faction standing with Blacksail Smugglers has been adjusted by 15. took me maybe 30 mins killing swimmers in the bay, by the time the last swimmer died the first respawned and at least one snake spawned per cycle

Didn't have to kill any turtle's, just bring a ranger and track em across whole zone. Found one at NW conner of zone, one NE conner of zone, one at SW conner of zone, one just west of Jardel's Island, and one in Bay of Jadel's Island, and it drops off Ringed sea snakes too.
Not sure why turtles are mentioned here. Sea Snake Venom Sac drops off 'a sea snake' or 'a ringed sea snake'.

Becuase sea turtles share a spawn with the snakes. So you kill turtles and the snakes have a chance to spawn.
You guys must have had incredible luck. Came here with a level 90 druid/enchanter. Not a single snake on track. I even checked in other parts of the zone just to be sure. Took several clearings of a sea turtle just to see the snakes start to spawn near Jardel's Hook.. First 3 didn't even drop what i needed. Naturally this late in the game i was the only one in the zone.

At 68 I'm "unable to loot that item" when trying to loot a sea snake venom sac, even though I can get the task as outlined above.

That message usually means the mob you are trying to loot has fallen too far below you to still loot, even though the loot window is still open. Swim down closer to the corpse and try looting again.
I have the Snake Milk reward on my select reward window on an alt and it shows 10 options.

once you get to this visibility then if you can get back on a level plane then you can swim around and see under water

If you swim slowly while just barely on a downhill slope from the top of the water you can see as far as you need.
When you zone in from Katta you just go straight into the closest area of water.Kill the turtles in the water there to spawn more snakes.You will only get about 6 snakes/turtles at a time.Then you will need to wait for respawns.Dont fight near the named turtle unless you can handle him as an add.Also If you cant track,hit your F8 button while swimming to target the nearest creature in fron of you.That way you can target it before you can see it and just cast a spell on it to make it come to you.Saved me a bunch of time.
In the southern inlet of Jardel's Hook there are 6 spawns of sea turtles and snakes... swim between the boat dock and the tip of the inlet killing everything that swims.
Took me about 45min to get 5 sacs.

The pathing out there (under water in snake/turtle area) is horrific. The turtles spawn way more often then the snakes do, I had to clear 8 or 9 spawns six times to get 10 drops (drops for two characters) Its boring because at level 75, the turtles are grey. At least there's a fast respawn timer, and there is a named turtle, Tetraton, that can spawn.

Snake Milk seems tied in with the tasks offered by Murderous Mal, Darius, Scurvacious, and Bill, way up the beach from him. His 5 other tasks aren't. (Don't seem to be)

I tried to get this task with my Mage yesterday & he wouldn't talk to him, he's 69, must be req lvl 70 +

Cab get missions as low as 66 if you just say 'willing' to bypass the required level mechanic. The missions are available you just can go through the hail process.
Kill "a sea turtle" mobs on the western area in the water around /loc Neg 1500, Pos 4100 and the snakes will spawn, killed 12 to get 10 drops needed so pretty common.
