This task is the second in a series of 12. It begins with Ciodaru who may be found at -585, +1135. At the end of the previous task, he asked you [help] him.
You say, 'I will help.' Ciodaru says 'You are most generous. Go to Jeweler Nailah in Crescent Reach. I have heard that she makes the most exquisite jewelry around.' You have been assigned the task 'Ciodaru's First Gift'. You receive a "Glowing Emerald Pendant Diagram". 1. Speak with Nailah 0/1 (Crescent Reach) Jeweler Nailah is a findable (Ctrl-F) jewelry merchant on the second floor at -1247, -1647, +33. 2. Loot 1 Raw Silver 0/1 (Goru`kar Mesa) 3. Loot 1 Lightstone 0/1 (Goru`kar Mesa) 4. Loot 1 Section of Mesa Snake Pancreas 0/1 (Goru`kar Mesa) The Raw Silver drops from oozes in the western caves near the Minohten camp. The Lightstone drops from windwillow wisps near Windwillow; be warned, you will take faction hits for killing them. The Section of Mesa Snake Pancreas drops from various snakes. 5. Create 1 Glowing Green Silver using tradeskills 0/1 (ALL) In a Jeweler's Kit (Trivial 190): 1x Raw Silver + 1x Lightstone + 1x Section of Mesa Snake Pancreas. 6. Create 1 Glowing Emerald Pendant using tradeskills 0/1 (ALL) In a Jeweler's Kit (Trivial 190): 1x Glowing Green Silver + 1x Emerald 7. Opt) Deliver 1 Raw Silver to Nailah 0/1 (Crescent Reach) 8. She will not take 10 pp or 100 gold or single plat pieces. She just hands them back and says no need. I checked on Dorina's quests, and same issue for some very recently on Dorina #5, so looks like this is frozen. I have submitted a bug report and hope to hear back soon.

so in order to get credit for looting a lightstone, it has to be in the mesa, yet in order to find a lightstone you have to kill mobs that give negative faction for the people you are working with in the first place...
When you deilver the pendant -- he gives it back (you need to hang on to it... don't dump it).
Upon acquiring the task -- you are given Glowing Emerald Pendant Diagram

As a Half Elven Paladin of Tunare, I started off as Indifferently with both of the factions. I killed one Willowisp and dropped to Apprehensively. After killing 5-7 more Treants I stayed at the Apprehensively faction level. So if youre really worried about being KoS to either one, dont be. If anything you may kill Tuffiens to get back your faction.

Roanoak in Blightfire Moors offers 3 simple tasks that raise back these factions pretty reasonably.

I followed the advice listed here and looted a lightstone from a wisp outside of Mesa. Had a guildy make the pendant for me (thx Nestorr!) but Ciodaru will not accept it.
As stated my task did not update so I assume that's the problem. Anyone else having this issue?

This combine can be made with ANY Lightstone, gathered from pretty much any other zone. Rather than taking faction hits for killing these wisps, head to the commonlands, GFay, or any other zone where wisps are common.
Even though it can be done with any lightstone you won't get a task update unless you loot it in Mesa.

I went as far as to kill blightfire witchlamps in Blightfire Moors until a Lighstone dropped. I then charmed a windwillow wisp, handed it the Lightstone, then broke charm and killed it. When I looted the Lightstone, the task still did not update. In order to progress the task you have to loot a Lightstone that is specificially native to the mesa.

Jeweler Nailah says, 'So you are looking for a special emerald pendant? I know just the thing. Take these instructions and you can make a very nice emerald pendant that glows. The first time you do it, find all the parts except the emerald on beasts in Goru`kar Mesa. They seem to have the quality that is needed. Once you have seen the parts the first time, you will be able to get them anywhere you want since you will know the quality of the material you need. If you do not have the skills to make the item yourself, you can give the parts to me and pay me ten platinum, and I will make it for you.'
