Find Pioneer Vulu in Goru`kar Mesa at -190, +540, near the zone-in.
You say, 'Hail, Pioneer Vulu' Pioneer Vulu says 'Vasha, adventurous one. You are certainly brave to make your way into this region. It certainly is dangerous here. Regan himself would begin to find the lands challenging here. There are several [beasts] here I've never come upon in my earlier explorations.' You say, 'Beasts?' Pioneer Vulu says 'Indeed. Not all are friendly, but some are. Some [satyrs] seem to welcome us while others want to see our heads on sticks. There are also some very bothersome nymphs and griffons. There are many areas to explore here, both the satyr encampments, the approach to the mesa with the great Windwillow, the Serpent River at Hissing Bend bridge, the hunting grounds, nymph isle, and the lake the nymphs guard called Tunare's Tear.' You say, 'Satyrs?' Pioneer Vulu says 'Interesting creatures, legs like deer with faces like humans, in fact one [stumbled] into camp just the other day.' You say, 'Stumbled?' Pioneer Vulu says 'Yes, quite literally, he was overcome by spirits but not of the undead variety, if you get my meaning? He stumbled about the camp rambling a story about how his brother turned against him. There are many sorts of creatures to meet and areas to explore in Goru`kar Mesa. I would like you to explore the satyr camps, an area of water nymphs called potameids, the approach to the mesa where the great Windwillow stands, the Serpent River at Hissing Bend bridge, the hunting grounds, nymph isle, and the lake the nymphs guard called Tunare's Tear. Will you [investigate]?' You say, 'I will investigate.' Pioneer Vulu says 'Excellent! Return to me when you've completed this task. There is much to be done.' You have been assigned the task 'Wanderlust Guild: Pie-Eyed Pipers'. Pioneer Vulu would like you to have a look at the Tuffein camp, the Minohten camp, the cave behind it, find the potameid nymphs south of the the Serpent's Eye. He would also like you to explore the Serpent River at Hissing Bridge, the approach to the mesa where the great Windwillow stands, and the lake the nymphs guard, called Tunare's Tear, before returning to Regan.

just did this task and didnt recieve an upgrade on either of my toons. i got the previous upgrades no problem. the text reads "regan is pleased with your exploration so far, you should speak with him again when you are strong enough.
so by the looks of the text the upgrades for the higher tasks wont upgrade unless you are high enough level, i am 52 not sure what the minimum on this step is

This was fairly easy running around invised, but you should definitely be careful in the potameid nymph area if you have a pet. the black mist there deals out 200 dmg and your pet will attack the nymphs if it lands.
This triggered for me at neg 668, neg 68, NOT the location posted above.
I can confirm this loc as the update point not the one above in the how to.
Thank you so much for the updated location, I have been running all over this cove, but hadn't hit that spot after 15 minutes.

he cons app to me and will not talk to me as a dwarf/cleric have not killed anything in the expantion as of yet anyone know what i can kill to help my faction with him?
A friend and I just did this part of the quest and received no upgrade to the augment. We already have it equiped and have received upgrades with each of the previous steps but not this one. Did anyone else have this problem? I am not sure if the quest is bugged or their is no upgrade for this part or not.
I can confirm that you don't receive a stat upgrade for this step. Wether this is by design or not I don't know.

I have not gotten an update to the stats on this augment from this part or the last part. Did anyone else? I am wondering if I'm bugged.

The location I had for the Windwillow was -680, -8 (next to large willow tree).
You are correct - the location is right by that large willow tree, I had -635, -24
