Giant King snake skins: They drop off of large king snakes in Queynos hills. I have not had any luck so far in even getting one. The giant snakes in BB reportedly do not drop the skins since they are not "king snakes."
Gnoll Sternum and Ribcage: I have found that the bigger gnolls in BB drop the ribcages such as commanders, guardsmen, and elite guards. Hunt these guys only. The smaller gnolls have a horrid chance of drop. The sternum and ribcage both are no drop.

To get this quest from Xeture you need to initially prove that you are a priest of bertoxxulous. So open up the training window first then say "I serve his will."

Actualy, the Giant King Snake Skins drop off the Giant King snakes, the rarest spawn in Qeynos Hills. I found my first 2 Giant King Snake Skins with 1 in a million luck.. both spawns 5 feet from eachother, both in a matter of 5 minutes. 3 days later, I still don't have 3rd.

What drops the Giant King snake skins? Seems like the snake ledge in Blackburrow is the only place to go.
