    Find Lokar To`Biath in the library of the 3rd Gate at +895, -1245 near the enchanter spell merchant which is on the find tool CTRL F.

    He will not respond to a Hail.

    Give him a single bottle of Red Wine. It can be from anywhere, not just the Blind Fish. Give him four bottles at once (unstacked) for four rewards.

    Did this quest for kicks while I was waiting to do my epic pickpocket.

    51 Dwarf Rogue with DE mask +/- some leveling in CB young = indiff

    Went ally with merchants after about 12 stacks, still working on guards inner/outer after 35 stacks.

    Same faction hits as above though, working swimmingly on Brell (Cazic).

    The faction hits for this quest seem to be:
    +10 dark bargainers (maybe even higher, goes up fast)
    +1 dreadguard outer
    +1 dreadguard inner

    Agnostic high elf can become ally with the guards, but it takes a lot of wine. A wood elf druid following tunare only got up to dubious with the guards after maxing faction with them, and that took 70+ stacks of wine.

    hello, lvl 58 karana loving ranga here. I just did this quest to build up my neriak faction. I needed to get faction here so i could buy stones that i need for a port to hate. but anyways, i did this quest without the help of a enchanter. I used superior camoflauge and tried to do the turn in, it didn't work. I scratched my head.... then i used superior camoflage and SNEAK at the.. vola... i gain faction with the dark bargainers, dreadguard inner, and dreadguard outer. be wary though, you may be amiable with Lokar To Biath, but that doesn't mean you are amiable with the guards, Ive turned in about 100 bottles so far, still dubious with the inner guard and the outer guards still hate me. Im gonna go turn in a couple hundred more bottles. You can buy the red wine from a vendor in north freeport near the tavern buy the bank, or you can just make it like i did, need a brewing trivial of 95, and the four ingredients, a bottle, wine yeast, berries, and grapes. Enjoy and have a good hunt.

    There is a vendor in Neraik 3rd gate about 15 feet away in the bar, that sell red wine. About 6 vendors toatl sell it in that zone. So if you bring friend along to illusion you, you can buy the wine there.

    Note you need Dark Bargainers faction to give him bottels of whine or invis start trade then get a 2nd person to cast invis on you. Then press give. This works as of december 2004

    note that after 1 hand in my Casic-Thule erudite Necro got enough Dark bargainer faction to hand in on his own.

    This is purely empirical but comes from experience with three characters: Troll Shaman (Innoruuk), Ogre SK (Rallos Zek), Gnome Enchanter (Agnostic).

    Dark elf guards:
    Dread Guards Outer: Nektulos Forest, Neriak Foreign Quarter

    Dread Guards Inner: Neriak Commons, Neriak 3rd Gate

    Indigo Brotherhood: Some guards in Neriak Commons, near or in Warrior Guild I suppose. Not sure if the Exterminators are on this as well.

    Priests of Innoruuk: In and around the Cleric Guild in Neriak 3rd Gate

    The Dead: Near Necro/SK guild and at least one roamer, specifically one that goes near the Cleric guild (a spy perhaps?)

    Ogre/Troll guards:
    Some in Neriak FQ can be The Dead also. Some are on Da Bashers. Not sure if some of the Ogres are on some Ogre Faction or not.

    Keep in mind that DE Necros/SK The Dead oppose the other casters (The Spurned).

    I'm a human SK of Bertoxxulous. I decided it may be advantageous for the Tier'Dal to be allies, so here is my tale:

    I found when I first approached Neriak the wandering guard near the entrance and the two guards outside the tunnel were Dubious to me.

    I traveled cautiously inside Neriak. All guards were Dubious, merchants all Apprehensive to Dubious. I go to the downstairs bar near Chonchon the Ogress and proceed to buy several stacks of red wine. I happen to notice a guard standing at the bar. I con him, and he is Ready to Attack me. Fortunately he is green to me, so he doesn't attack.

    I run into Neriak Commons. All guards Dubious and most merchants I passed were Apprehensive to Dubious. I didn't mess around with going near the Warrior's guild (and for good reason, which I found out later.)

    I run into Neriak 3rd Gate. All guards and the cleric guild were Dubious. I chose not to investigate the Lodge of the Dead (SK and Necro guild hall) because the ghoul guards were KOS to me. I run to the magic library , all merchants there were Apprehensive to Dubious to me. Strangely enough, the red wine NPC was Indifferent to me.

    I proceed to hand in stack after stack of red wine, one at a time. I heard that handing over stacks of 4 wines was the same faction hit as handing them in one at a time, so I handed them in one at a time for more faction hits. After a long process ( I handed in about 20 stacks of 20 wines each), this is what happened:

    Dark Bargainers faction Max Ally. All merchants I ran into (with the exception of a couple) regarded me as an ally. The holdouts would still sell to me, though. The red wine NPC was Ally.

    Guard Factions according to Zone:
    -Neriak 3rd Gate: Most guards around the guilds except for the Cleric guild were a mix of Amiable and Apprehensive factions. The still-Dubious ones were near the Cleric guild, so I assume they are with the church faction. The Amiable ones were the ones guarding the doorways. The wandering ones were the Apprehensive ones.

    -Neriak Commons: Some of the guards were Amiable and Apprehensive. I didn't run into any Dubious ones..until I hear, "Die, like the fool you are!" I happened to run near the warrior guild, and I get jumped by some wandering named guard. I run and zone out of Neriak Commons. I happened to con him while I was running, and he was Ready to Attack.

    -Neriak Foreign Quarter: All guards were Amiable to Apprehensive. The guard standing near Chonchon the Ogress at the bar was KOS to me, yet green, so I assume he was on the same faction as the one who attacked me near the warrior guild in Neriak Commons. Fortunately there aren't a lot of these guys. I exit the city, the guards standing outside were Apprehensive.

    All in all, my observations were this: The entire guard faction of the city is quite confusing. I would have to say that DreadGuard Outer faction (Apprehensive guards) is alot more difficult to raise than DreadGuard Inner faction (Amiable guards). In all areas of the city there are a mix of both DreadGuard Outer and DreadGuard Inner faction; as well, the grumpy guards who attacked me belonged to the Indigo Brotherhood faction (DE Warrior Guild.) I assume they hate me because I went to Crushbone. The guards who guard the cleric guild are not on DreadGuard Inner or DreadGuard Outer faction, so to get them to like you, get in good with the Church.

    Now if I could just raise that pesky Indigo Brotherhood faction..that one is a real problem, because there aren't alot of quests to do it with.

    Guy I met offered to MQ my Pally Epic so I decided to work on this faction. Picked up some cloudy Pots and 6 bags filled with wine and set out.

    Got here and everything seemed fine... until the stupid Necro saw invis. I have no clue why but this guy wouldn't accept anything I gave him cuz he still scowled at me. Now I got alot of Wine... anyone wanna party?

    Anyways... this bites.

    I recently tried this quest with my Vah Shir rogue. I already had Lokar's faction up to apprehensive from the exterminator quest, but all I get from him is a message sayin' that I'm no friend of the Dark Bargainers. The jerk doesn't even give my back my wine. Am I missing something? No point in doing this for faction if I already need to improve my faction to do it now.

    I'm a high elf Pally and I just did this quest yesterday with my Ranger husband. For me I started out KOS, but since he was way green to me (i'm lvl 58) he didn't attack. What I did was hand him 4 red wine, not stacked...but before I hit the trade button, I had my ranger husband invis me to make me indifferent. That worked I got the faction. I continued to do so till My faction with him went from KoS to indifferent then I was able to turn in the wine without the invis. But any earlier then that i got the same message as you and he kept my wine anyways. As for my husband he just stood behind him with sneak/hide and turned in his wine. With you being a rogue should be the same obviously. Hope this info helps. Good Luck. =)

    Did they recently nerf this quest? I was not noticing a faction hit when i completed this quest... Was doing it as a 49 High Elf Enchanter, tried DE illusion, and then benevolence, said " I was no friend of the dark bargainers" I then charmed him, and when i did it, i recieved the normal quest words, but no faction hits... Was this due to the charm? or to a nerf?

    Certainly working now: my HE Chanter just cast DE Illusion, then handed in the bottles. Took about 12 stacks to max faction with the Bargainers, and 30 before I got bored of raising guard faction... that left me dubious to the guards in High Elf form.

    Actually got about a yellow of XP from all those bottles at level 12 too :).

He and I both need to do our faction however he is KOS, and I am at the borderline (thankfully so this way works). He is invisi and I turn in the stuff until he is dub then he does it. Wow, talk about saving your wrists when you get a group of people together and doing this all at once. Each person in the group gets the faction hits. It is not like exp where you get only a percentage with faction each of you get the full thing:) Hope this helps some people out:) (btw, I do this a lot with the muffin quest in freeport)

    If everyone in the group got faction, factioning would be as easy as pie.

    The other people in the group have never received faction, unless they were also doing the quest.

    So I don't know how you are "doing this a lot." It doesn't work.

    Way back when, before veliuos was released, you could be grouped and in the same zone with some one who completed a quest and you would not only get experience, but also faction hits.
    I personally turned in DF belts grouped with an iksar monk so he would get positive Freeport militia faction.
    But that was long ago. and SoE patched that "bug" before or shortly after veliuos was released.

Even then, the only person to get the faction was the person turning in the items.

    Oh boy. I have killed D'Vinn several times, many many CB orcs, and even D'Vinn's cousin in NRo a few times as well. I also have a least a dozen DE Nek guard kills to my credit. So I'm assuming my DE city faction can not get any worse. I have read I need to gain some kinda DE city faction for my Epic. Is this the quest for me? And can I simply hide/sneak to the NPC and turn in the wine? How does it go? Hide/sneak. give wine, hide and again, and then click the "give" button in the NPC trade window?

    You don't really need the faction... it just makes it a little less dangerous. If you botch the pickpocket, the guy is going to aggro you regardless of your faction, as will everyone else.

    Also, the only DE faction that CB orcs are on is the warrior guild, so as long as you stay away from them you'll be ok.

    Basically all this quest does is raise faction with guards and merchants. It doesnt do anything for any of the guilds.

    Things like the DE mask and faction only make the pickpocket portion slightly easier. Again, if you botch the pickpocket, you can be Ally and it wont matter, they will still aggro you.

    I'm not sure, but I'm going to assume you're a paladin. If so, you no longer need to go to Neriak to do the Fiery Avenger. There should be a guy in the Rathe Mountains, or Lake Rathe, not sure which one, who will assemble the book of scale for you. They got rid of the Neriak part when they realised the quest still takes way too long to complete even without it.

    I did this quest on Xegony with my 8th level halfling rogue last night. I put four stacked bottles in each slot of the trade window for a total of 16 bottles, and I counted the faction rewards... I only got four, not sixteen. They must have fixed it so you can't stack anymore. This is a great quest though. In all I turned in 70 stacks of red wine (two trips), Neriak merchants regard me as an ally, most guards are amiable, some are dubious, and there's one little hard core faction of guards, I think they were in the Temple of Innoruk, that still scowl at me. Turning in that many bottles at the start of 8th level brought me about 7 gold bubbles of experience, almost half way through 9th. I'll probably make the trip again, and see if I can convince the holdouts to quit scowling.

    BTW, Rogues can just turn off hide and leave sneak on, and he will continue to con indifferent, so you can just keep turning in the bottles. Maybe its 'cause I'm so short, he didn't see me standing next to him, but con to make sure, and you can always hide again before you press the trade button.

    I noticed the same thing doing the bandages quest in Misty Thicket the other night, that 4 stacks of 4 only got me 4 faction changes. You can still turn in 4 at a time just don't stack them in the give window. At least it's easy to grab one at a time off the stack holding CTRL down. Wish they would have made CTRL + ALT + Left Click grab four at a time though. Lokar To`Biath is at POS 895 NEG 1246 in the library.

    ...you -do- realize that, usually, you get one faction change per four, right? You hand in four, one to each slot, you get one faction change. You hand in sixteen, four to each slot, you get four faction changes. That means you're getting the faction changes correctly.

    Ok I had a Troll Warrior who worshiped Cazic-Thule.. all I did was buy 4 stacks of red wine then payed a low level caster to cast invis on me AFTER I had placed 4 stacks of 4 bottles of red wine on the quest NPC & hit trade... that's all it took to go from apprehensive to indifferent! Wish I had done this before I tried to turn in 4 GLS to the merchant in SRo =(
    If the quest NPC cons green enough to where e won't agrro on you you could invis to make it to him then give him some red wine then invis again to trade.. so check his level n' good luck =)

    Ok i keep hearing how iskar monks and everything else can do these quest but what about an iskar shadow knight. I tried the lightstone quest in S Ro but she wouldnt give me faction. I got faction with the dread guard outer but that dont help me to much either. I would like to go in there to buy the cough elixer for my epic but having trouble figuring out how to do it.     Before I started the quest I'd never taken any faction hits either way against any of these factions. I gave the lush 8 backpacks (each with 8 slots) worth of wine. I'd say after only half of that i became ally with the Dark Bargainers and dubious or better to inner/outer guards. I kept giving him wine just to finish off my supply and after all 8 I was amiable to inner/outer gaurds. I've never taken any faction hits against the clerics either, and they were dubious to me.

    Great quest for any good-race melee toons spending a lot of time in Sol A or B.

    My Teir'dal knight helped an Iksar monk friend do this quest last week, so he could shop and bind on Antonica.

    He got invisibility from a passing wizard and followed me into Neriak 3rd gate. I left him in the library with Lokar To'Biath and filled a backpack with red wine from the Maiden's Fancy. At first he was unable to turn in the wine, so he had to Sneak behind the merchant. Handed the wine in 16 at a time (4 stacks of 4), after the first bag sneak was no longer needed. Meanwhile I ran around getting more wine. Note, after one of the recent patches, you have to remember to click your invisibility OFF before you can hand anything to anybody.

    6 bags and about 50-60pp later the inner guards (ie, the ones standing by the front gate) were indifferent. I ran around targetting NPCs and having him assist me to confirm, before he left the library.

    Iksar beware - the guards around the cleric temple are NOT affected by the wine quest and WILL try to kill you (and will probably succeed). They fairly promptly killed my monk friend at lvl 35. (I dragged his body to the zone and we got a rez.) If at all possible, go invisibly out of 3rd gate again.

    Once out of 3rd gate there was very little problem in the Commons - he'll need to stay away from the Indigo Brotherhood near the Arena, but banking, selling, and getting in/out are fine. In the FQ they were 'amiable' and only the one grumpy guard Rolynn disliked him, and was a green con to my monk friend by then.

    One very happy Iksar. This quest is highly recommended.

    You will need help with this if your faction is any less than indifferent.

    Get a chanter or other caster to invis you, but only AFTER you have started the trade window. Hand this guy the 4 stacks of 4 red wines, then have the caster invis you, then hit give. If you were apprehensive, you should now be indifferent and able to turn in the rest of your wine without invis.

    Just a thought - not proven by any means. If you cannot raise your faction above indiff with most races perhaps Iksar cannot raise their faction at all.

    Does this quest still work if you are KOS (since the latest nerf to the invis hand-in)?
