Lokar To`Biath  

I brought my faction up a LOT with the wine. I'm lvl 9 at the moment. So thought I'd attack him and die zone back to my bind point and save a little load time. He conned yellow.

This was the best fight ever! I was attacking bashing all the stuff a warrior would do. I must have boosted my 2hs defence offence by like 3 points each! It was great! The fight would be something like this:
I'd attack him for a bit. while his pet attacked me and he casted. Then every so often he'd use a mind control spell. While I was under his control though he healed my hp's!! Taking from his own hp! It was truely a GREAT way to boost your stats. If you don't loose exp from dieing and are lacking in some skills this guy will really help! Especially if your good enough faction with guards that you and him can fight and they don't jump in! That's how good my faction was.

I have given this NPC many bottles of wine while killing Ratraz. I have managed to raise and keep my faction with the merchants and guards at no less than warmly(with the guards) and ally(with the merchants). I am a erudite shadowknight who worships Cazic Thule. I started as indifferent with this guy and worked my way up. I think that as long as you are a dark character you can get the faction hits with this guy.

I was dubious to him so I charmed him and gave him many many bottles of Redwine and got the experience showing that I was doing it correctly but I never got any message that my faction was increasing. Did they remove the faction with him?
If so I wanna flame Verant.

Lokar is probably the most important NPC in the Teir'dal nation, as he raises our factions when we need them raised and can also raise non-native factions. We did try to cast invis and raise the faction of a Tunare worshipping Druid before and it would NOT work. So, by this observation I'd guess that you can only raise your faction here if you meet one of these 3 guidelines:
You are Teir'dal
You worship Lord Innoruuk
or You are agnostic
I do not believe it will work for a non-DE that worships another deity... Could be wrong though =)

in allakazams quests list. it says this guy sometimes drop the blood stained robe, no drop 2 ac.

He is part of the Tome of Ages quest. After you give him the wine, follow the prompts and give him 70gp (or 7pp also works) to get a note. Take that to the person he indicates to get another note and instructions to go back and kill Lokar. Get his head and take it back to her with the note to get the Age of Turmoil book.
