In addition to the swimming thieves listed, Grendin Maze spawns on the rocks well out on the right from the harbor area. He might be easier to handle if you're not comfortable fighting in the water.

He /conned blue to my level 12 ranger, and had a nicked coin two out of three times. He's also near two sand sharks guarding pearls, so I just went pearl diving while I was waiting for him to spawn.
