Yeah, so one spawns for each quester so if youre doing it as a group dont rush all members at the same time because you can get overwhelmed very rapidly.
It does appear to scale to group.

This is a seasonal New Year quest. Fauma Reista is located just south of the PoK book.
You say, 'I can stop by the library.' Fauma Reista says, 'Please let me know if you find them.' You have been assigned the task 'Buried Too Deep'. Buried in Light is a ground spawn found inside the Erudin City Library at /loc -1077, -267, +51.72. Fauma Reista says, 'Thank you. These are just what I have been looking for. This compendium discusses at length the proper care for hatching and raising a phoenix. I will enjoy reading them. Now, [what is] this?' You say, 'What is that?' Fauma Reista says, 'This [note], I don't think it was meant for me.' You say, 'Note?' Fauma Reista says, 'You can take it and see where it leads.' You have been given: Notice of Loss Speak to Translocator Sedina in South Qeynos to travel to Erud's Crossing. Head to the shipwreck on the west coast. There you'll find a Letter of Restitution (blue shiny). Dun Blagard is located at /loc +111, +187, +17.75 on the first floor of Sneed Galliway's Trading Post. Dun Blagard says, 'Now what's this.' Dun Blagard says, 'This wasn't meant for you. It was left for a contact of mine who failed to provide [restitution] for services rendered.' You say, 'What restitution?' Dun Blagard says, 'I am not comfortable discussing my business dealings with a stranger. But if you run into my associate Galha Thuxpire, let him know that payment hasn't been received.' Galha Thuxpire is found at -351, -126, +10.75 on the docks. You say, 'the payment' Galha Thuxpire says, 'Do I [know] you?' You say, 'No, you don't know me.' Galha Thuxpire says, 'Then why are you [talkin' to] me?' You say, 'I am talkin' to you, because Dun Blagard sent me.' Galha Thuxpire says, 'Oi. I'm sick of waitin`. We ain't getting' paid. That [crate] has only been trouble since we nabbed it.' You say, 'What crate?' Galha Thuxpire says, 'Well now, that's just mine for safekeepin'. I look after the box here on the beach and Dun waits for the coin. I will be keepin' that for myself for now.' There's a chest on the beach south of Galha Thuxpire, you have to swim through the water to get to it. As the task updates, Galha Thuxpire respawns as a level 115 KoS mob nearby. Kill him and loot Secret Letter. The Stolen Phoenix Egg is a blue shiny next to the crate. You have found the Stolen Phoenix Egg that Dun Blagard and Galha Thuxpire were conspiring over. Now to figure out what they were doing with the egg. You have been assigned the task 'Ignite the Light'. The writing appears to be in Thieves Cant, you begin to read.
"Wanted one missing delivery. A parcel has been lost on its way to Mr. Stam. Seeking any information on it's safe return. Last seen on a ship headed towards South Qeynos"
The quest log says Travel to Erud's crossing and investigate the boats for signs of the note's writer.
In Erud's Crossing, approach the sunken ship for an update. On an exposed portion of the ship is a glowing object. This turns out to be a note saying (in Thieve's Cant) "Try to stiff me on payment? I will keep this pretty package and see what hatches. Dun Blagard"
The quest log says to deliver both notes to Dun Blagard in the trading post (upstairs) in North Qeynos.

Dun Blagard says, 'This wasn't meant for you. It was left for a contact of mine who failed to provide [restitution] for services rendered'

The crate is on the beach, on the other side of the wall from Galha. As you approach, you will be attacked by a high level version of Galha. (114?)
After killing Galha, you loot a note that reads 'There are too many eyes looking for this right now. Once the heat is off meet me in the Stonebrunt Mountains with the package. Keep it secret and stop writing me notes.'
Next to the crate is a glowing object. picking it up gives the following announcement.
You have found the stolen Phoenix Egg that Dun Blagard and Galha Thuxpire were conspiring over. Now to figure out what they were doing with the egg.
Reward is some experience, money and 5 New Year Nectar.
This also leads to a new quest Ignite the Light.

2. Deliver the Buried in Light volumes to Fauma
3. Say the word [note] and receive a Note of Loss on your cursor
4. Travel to Erud's Crossing and investigate the boats - loc update on the sunken ship near -1300, +2115
5. Collect the Letter of Restitution - blue bauble on the exposed prow of he ship
6. Deliver the Notice to Dun Blagard in North Qeynos - (2nd floor of Sneed Galliway's Trading Post)
7. Deliver the Letter to Dun Blagard in North Qeynos
8. Speak with Galha Thuxpier about [the payment] - (he is in South Qeynos (at the docks in the corner behind Raz the Rat)
following the prompts ends with the word [crate] and updates the task
9. Investigate the crates for the delivery - THIS IS WHERE IT GETS DIFFICULT!!!!

- to our group 5 players level 116 and 1 cleric merc we ended up with 2 blue Galha Thuxpiers and 3 white ones. - COMPLETELY unprepared for this. We wiped.
