He's actually called 'an enraptured fire warrior' all in lowercase.
I finally found him today. He was wandering west to east in the area just south of the plateau. I suppose that's what people call the highway. I had been tracking down and killing tro jeg invaders almost exclusively for about five hours with my ranger and was the only person in the zone the whole time. The one called 'a five toed tro jeg bane' had been up for a long time before this one spawned, so you can definitely have several named up at once.

i was lucky enough to wander through and find the inspired spire spirit up in mons and now must resume my hunt for the enraptured tro jeg.
I spent months near the tro jeg highway, charming the invaders as they made great pets at the level i was at. I kept my faction with them good so that i could wander through and charm just invaders so i didnt kill a lot of them, but i never saw the enraptured.

Finally got this guy. I can't tell ya how many Tro Jeg Invaders I killed, but it was about 3 months worth. I am not kidding. It took me that long to ever catch a glimpse of this guy. He does indeed spawn on the "Tro Jeg Highway".
The robe looks very sweet. If you have the patience, I think you will like the results.

How many Invaders do you have to kill to get this guy to spawn?

What's an Invader? It isn't on the list.
You can find invaders on the Tro Jeg 'highway' - just zone in from Twilight Sea, and go the right along the wall. Go past the first Sun Revenant outpost and set up camp. BRING A TRACKER - or you may mot find any invaders or the spawn you came looking for. Good luck!

After much sifting through threads, it appears that all Invaders are Tro Jeg NAMED PH's. Will try this technique and report our findings.
